Why basements are different
A basement slab sits against the earth, so unless there's an effective vapor barrier beneath it, ground moisture can migrate up through the concrete as vapor. You may not see standing water — the slab can look bone dry — while moisture is still moving through it. Apply a coating over that, and the vapor pressure pushes it off from below, causing bubbling, delamination, and peeling.
